LOCKPORT ICE RINK

The President of the group wanting to put an
ice arena in the former Jubliee Market in
downtown Lockport announced yesterday
the facility would contain two rinks. John
Ottaviano said former Buffalo Deputy Mayor
Sam Iraci Junior is their new Executive Director.
He's best known for the role he played in the
development of a $20-million Sports and
Entertainment Center in Elmira while he served
as Mayor. Iraci said the conceptural drawings
for the Ice Arena are done and a business plan
has been completed. He said it provides all
the documentation they need to put the
financing together. It could cost as much as
$12.45-million. The business plan calls for
charging $235 an hour for ice time during the
hockey season. The Toronto firm of
Brisbon Brook Benyon will design the
building. They worked on the Air Canada
Center in Toronto and are currently redesigning
Madison Square Garden. Iraci said a lot of
work would have to be done on the structure.
The roof will be raised and repaired and the
building expanded to 83,000 square feet. One
of the rinks will have seating for about 700
spectators . There'll be a dozen locker rooms
and retail space for parties and concessions.
No-one would predict when the project would
be finished.

modernize the cooling equipment, weather
strip the building, update the lighting, replace
two old hot water tanks with a high efficiency
boiler, and upgrade heaters and air
conditioners. It's estimated it will save about
$40,000 a year in energy costs. Mayor Paul
Dyster said the project would be completed

to spend $400,000 of it's own money on the

gone Golf Dome. Mayor Paul Dyster said the
City will reclaim the land and a task force
meeting will be held to decide what to do with
the property. Greater Niagara Sports Group signed
a long term lease with the City to revamp the 36
hole golf course and the sports dome in 2004
but it collapsed after a citizens group filed a
lawsuit. The dome itself collpased during a
snowstorm the following year. The deal does
not require the City to spend any money and
the settlement allows both sides to still pursue
contractural claims. Meantime Councilmember
Charley Walker expressed concerns the owners
of property near the new Public Safety Building
don't seem to be taking advantage of their location.
He said he thought at least a restaurant would
open to service all the users of the building.
City Administrator Donna Owens said the issue

BOTTLES

A Federal judge telling the State yesterday
they cannot start collecting nickel deposits
on bottles of water until next April. The
delay gives bottling companies another
chance to lobby for changes. It may also
cost the State an estimated $115-million
in unclaimed deposits it was to start
collecting this year. Environmental groups
criticized the action. The New York Public
Interest Research Group said more than
2-billion water bottles will end up in the
waste stream rather than being recycled.
The Judge said the law violates the US
Constitution's commerce clause because
it requires New York specific bar coding
on labels to make sure the bottles are sold
and redeemed in New York. Bills to amend
the law or postpone some provisions have
already been introduced.

to be constructed. Members of the Evershed
Block Club in LaSalle also asked the Council
to intervene in their dispute with the Water
