mid 2o's came up to the desk and said, "Oh
my God, there's my purse" and grabbed it
from the clerk. The real owner returned
about 45 minutes later to find that it was gone.
She said she was carrying the large amount of
money because she was going to buy curtains.

tossed a plastic bottle at her and then entered the
room and assaulted her while she was still on the
phone with officers. Police said Fischer tackled
her to the floor as he struck her in the head and
arm. She was treated by the fire department for
pain in her head, face, and arm and she had a cut
over her right eye. Her $179 pair of glasses were
broken and five boxes of cereal were damaged.
The victim requested an order of protection for
both herself and the store. She said Fischer has
been thrown out before for abusive behavior.

STATE SHUTDOWN

possible shutdown of State government next week.

corrections officers and police. He said you'd see
runs on the financial institutions and there won't

down operations next Tuesday if the 11th emergency
appropriations bill does not pass by Monday night.

ALBANY TRIP

A contingent of Lockport educators will be
included Monday as a group of school districts
travel to Albany to protest recent cuts in state
aid. School Chief Terry Ann Carbone says she
is not spearheading the trip, that she's going along
to help out as another concerned voice. She said
it was put together pretty fast and she'll be
contacting local lawmakers to see if they will
meet with them and other districts are doing the
same. They will meet with the New York State
School Boards Association and hopefully with
someone in the State Budget Department. She
will take the districts assistant superintendent
for finance, Deborah Coder, with her and
perhaps a member from the Board. The districts
planning to make the trip were all the victims of
large cuts in aid. Their message will be that
it's not fair, that there's no equity. Carbone said
construction has started at the high school as the
result of a $23.5-million capitol improvment plan
approved by voters in December 2008.

TRASH TALK

Lockport lawmakers listened last night as the
city's recycling committee presented them with the
pro's and cons of various ways to improve trash
collection. One of the proposals is used in North
Tonawanda where the city supplies residents with
95 gallon trash carts. A mechanical device tips
the carts into city owned garbage trucks and city
workers pick up the trash and recyclables once
a week. It's paid for with property taxes. Council
President and Recycling Committe member Richelle
Pisceri said the drawback was the cost of the bins,
that they'd have to find a way to finance it. North
Tonawanda borrowed the $600,000 to pay for the
carts and the tipping device. Another option, used
in Buffalo, requires residents to buy or rent the
size of cart they want and includes unlimited
weekly curbside recycling. It's called "pay as you
throw." Pisceri said it's fully customizable so they
can look at different ways to implement a cart
program and the numbers they saw last night showed
it was the direction they needed to go in. The
other members of the council said they wanted to
know more about how the change was "sold" to the
citizens. They did tell the committee to forget about
any plan that uses bags or tags that people would
have to buy to get their trash picked up.

depriving the citizens of honest government services

accept the health care cuts he wants in the yet to
be enacted state budget. Paterson included them
in the latest extender bill that keeps the state
operating thru Sunday. The action means 40% of
the budget is settled, but health care officials
are upset because it provides for about $775-million
in cuts that'll hit everything from state payments to
hospitals to tobacco research at Roswell Park. Health
Association of New York President Dan Sisto said it
would mean that 17,000 jobs will be lost along with
$2-billion worth of economic activity. Assembly
Minority Leader Brian Kolb said doing partial cuts
in this manner sets a bad precedent and represents

budget, not another extender.

TOWN HALL MEETING

Sheriff Jim Voutour says the most frequently asked
questions at his town hall meetings have to do with
the sex offender registry. He thinks it's because the
department has made an effort to notify people
when an offender has moved into their area. Voutour
says that's good, that's what they want. He will have
